What if someone need to travel until there British passport is issued...

Yes. There could be a £1000 fine if you do not.

If it is lost you have to report it to HO. I suggest you apply for passport asap. they are not taking long these days. if you choose to travel, the BRP will be taken from you when you return to the UK as it is no longer valid.
