From April 1 2003, anyone applying under the Highly Skilled Migrant Programme from outside the UK will now be required to submit their applications directly to the UK Home Office in Sheffield. Previously all applications from outside the UK had to be submitted to the nearest British Oversees Mission.

Notice of decision will be mailed directly to you (or via your UK representative). If approved, you will then need to make an Entry Clearance application to your nearest British Oversees Mission.

Please note:

Once the application has been case worked by the UK Home Office, they will return all your documents (which should be originals) via first class post only. They will not courier them back to you.

Its not fair to ask somebody to send all of his original docs and return them by normal first class mail If original degrees/ docs get misplaced by postal dept then who will take responsibility?

All documents I have ever recieved from the Home Office were sent First Class Registered...so there's not really any need to worry.

And I can't find such information on official sites myself. It is strange...

Two thirds of the way down is the section on applications outside the UK. Applications are returned by 1st class post as a standard operating policy and to minimise costs. After all there is no cost to get approved for HSMP. Costs are for visa/ entry clearance, travel etc. If you do not wish the HO to send your documents back by first class post then you can submit a prepaid special delivery package with your initial application - these are available in the UK. Outside the UK - please contact your post office - they may have similar packages to the prepaid special delivery pack for international mail. Of course they is always the DHL's, UPS's, Fedex's of this world who must be able to assist. As always the applicant needs to take the initiative if they need treatment outside the procedural policy.
