Hi

You should begin by contacting the Netherlands Embassy in your country of residence and see if you need to apply for an MVV (long-stay visa/residence permit). You may be able to work as a self-employed freelancer if you meet certain requirements.

To travel around Europe you may be eligible to apply for a Schengen visa, which is one visa that would allow you to visit the countries in the Schengen zone.

Hope this helps!
