i have two separate questions here.

1. when i go to study in Germany - not university, only language courses, - will i be allowed to work, even a part-time job, like in some other countries?

2. can i go for 3 months (i don't need a visa then), and if i decide to stay few more months - take care of it there, not leaving Germany?

3. how long will it take to get a residence permit once i've got a student visa - so i know when to start worrying about it? and where should i get the residence permit?

As a full-time student, you may work up to 20 hours per week in Germany during the semester and full time during vacations. I'm not sure, however, what your status as a language student would be.

Yes.

You would have to apply for the residence permit to the local city office upon enrolling at a German school or University and registering your residence in Germany (also at the city office). Usually you would get your residence permit immediately or in a few days time.
