Dear Airman,

As in most other countries of the world, you would require a written job offer first to be able to apply for a German work permit. If you manage to get a job offer in the IT field, the work permit will be relatively easy to get (non-IT work permits are much more difficult). The German IT industry is stagnating at the moment; however, they still lack qualified specialists, so if you've got the sought after skills and experience, your chances to find a job should not be too bad. German language skills are not an absolute prerequisite for IT specialists, but would be an advantage.

As opposed to working, to study at you German University, good German language skills would be obligatory. You have to pass a language test before you enroll at a University. A student's visa would normally be granted on the basis of your admission to a German University.

To find out more about tertiary education in Germany, I would simply recommend a Google search. Every University nowadays has a full fledged website with tons of informations in it.

Best regards
