I'm bit curious to find why applicants are not accepting biometric re-use option as I have seen many ILR applicants that in their timelines they are just optioning out for Biometric re-use even though they were selected and biometric re-use option was offered to them.

It's each persons personal choice. Many opted out as the app was not available as yet and no timeline at that point when it would be.
