parents are not settled but child are british citizen

A child is british citizen (born and lived in uk for 10 years category) and their parents are not settled in uk. Can they able to claim child benefit?

Parents claim child benefits not children. If you have no recourse to public funds then you cannot claim. I am guessing you are on FLR(O)?? Does is say 'no recourse to public funds' or not.
