Eligible to switch to tier 2 general from tier 4 Student vis

I am in UK on short term ICT tier 2 visa which will expire on 9th sep 2015, but due to project conclusion I am going back on 28th Feb 2015.

I am planning to apply for Masters(1 year course) in UK, courses generally starts in Sep. For that I will apply for Tier 4 visa. Am I eligible to do that as I would not have served 12 months outside UK?

If answer is Yes, could I switch my visa to Tier 2 general after completion of 1 year course by getting sponsorship from company without going back to India?

Cooling off period is for tier 2 only.
You can apply for tier 4 without cooling period.

If your masters is at a Uni yes you will have access to the tier 2 job market in the UK without the need to return home.
