Tier 1 Gen Dependent / PBS

Dear All, I have a question regarding ILR for a Tier 1 General Partner / PBS dependent through 5 year route. The stamps on the visa and statuses are as follows:
1) Date From: 23Aug2012 - Date To: 10May2013 - Visa Type: Tier 1 (General) Partner. Entry into the country on 3rd Nov 2012
2) Date From: 26May2013 - Date To: 26May2015 - Visa Type: PBS Dependent Leave to Remain
3) Date From: 26Jun2015 - Date To: 26Jun2018 - Visa Type: PBS Dependent Leave to Remain.
Main applicant Visa status currently is ILR, but came to this country through Tier 1 (General)
The question I have is:
Looking at the visa status for dependent, when can she make an application for ILR? Will it be after 23 Jul 2017 (any time now) or after 05th October?
Thank you for your help. Please note the changes in visa category from Tier 1 General Partner to PBS dependent

She can apply no sooner than within 28 days before 3rd November.

@CR001, is it not 28 days before 23 Aug as she had entered the country within 90 days from the date of issue?

No. That concession is ONLY relevant to PBS main visa holders.

For dependents the residence period starts from date of entry.
