visa rufused, letter of appeal

today i received a mail of the refused visa ( study visa for a language course )

Those are the reason of the refuse

CB:- Need to undertake the course in this state not demonstrated or warranted - it is not clear as to why you want to undertake this course in Ireland
OB:- Obligations to return to home country have not been
deemed sufficient

OC:- Observe the conditions of the visa - the visa sought is for a
specific purpose and duration:- the applicant has not satisfied
the visa appeals officer that such conditions would be observed.

PF:- The granting of the visa may result in a cost to public fund.

PR:- The granting of the visa may result in a cost to public
resources.

Can you help me please by giving any advices for the appeal letter.
