Permanent residence card for husband(non EEA)

Hello I was hoping someone can help me here. My husband is family member of an EEA national. He came to uk with his father who has permanent residence now. My husband been here for 10 years now and I was wondering if he can apply for permanent residence ?would he need any of his fathers documents or anything related to his father or has his info somewhere in the form as sponsor etc. ? Thank you .
