PBS dependent qualifying period calculation

Hello,
Has anyone successfully applied for ILR for PBS dependent after Jan 11, where 5-year period is calculated from the time of original Entry Clearance (as per new rules), and not from the time of entry in UK?

In our case, my partner's original entry clearance was in April 2013, but entry in UK was in Sep 2013. I am wondering if we can apply for ILR sooner than later.

Exact dates are useful, i.e. date of visa issue and date of entry!

Entry clearance 15/4/2013, entry in UK 6/9/2013 (the gap is less than 180 days, but more than 90)

Can anyone please comment? Is there anyone who has applied for PBS dependent ILR since Jan 11, counting the 5 year period from the original entry clearance (rather than from entry in the UK)?

I wonder why does Home Office not read the question and Answer it correctly? It seems they love to deliberately keep it vague so they can justify whatever decision the case workers make!

Doesn't help to look at posts on whatdotheyknow from feb 2017 and dec 2017 BEFORE the rule changes were announced/implemented.

Also, my comment was rather how Home Office is responding to the questions from the original poster on whatdotheyknow !! the guy try to get answers multiple times but no one seems to answer it to satisfy the specific query. Rather, they keep pointing to the documents that are causing the confusion in the first place.
