Can I submit a Tier 4 visa application outside of my country of permanent residence?

I am a citizen of Israel, but have resided in Australia for the last 3 years on a student visa. I am now going to go to the UK for my MA degree. On the visa application form, I have indicated that Israel is my place of permanent residence (as it is the only place where I have permanent permission to reside). Am I allowed to submit a Tier 4 student visa application from Australia (where I currently reside on a student visa), or must I return to my country of permanent residence (Israel) to submit the application?
