EEA Family permit

Hi
I am married to EU citizien, but I am NON EU citizien. I have a resident card, which is not Article 10, so I have to applay for EEA Family permit. We dont have a British department in Croatia, so how I have to do that: online or print the application in paper form and send it where?? Is it risky to send all original documents with that application?
