Do I need a new Tier 2 visa?

Bit of a weird one so I am changing my position within the same company
The SOC code is the same, employed by the same company too
They said technically I need to hand in my notice to start the other new job (same grade, also on shortage list)

What should I say to HR? That they mustn't report me as resigning on SMS, or should they be getting me an extension (It is due next April either way so it's not particularly problematic

I know from the guidance that if I am in the same code and employer, there shouldn't be a need for change of employment application

No you don't need a new visa.
