I think this is the same article that was posted just before Christmas.

The blame, from my perspective, lies not with SS but very much with the HO themselves.

Yes it was published on 23rd Dec 2018.

Yes definitely HO needs to be blamed as they r the one who outsourced it and use SS as an escape goat just incase.
