Documents required for Passeport Talent Visa?

I am an American who has a job offer in France for a new high tech start-up company. I would like to know how to apply for a visa under the Passeport Talent category? Is this visa a combined residential and work visa? I am thinking that I would apply for a standard long-stay visa and then when in France, apply for the Passeport Talent work visa separately. Does this make sense? The information on the france-visas.gouv.fr is confusing to me. To make it worse, VFS Global is now the dedicated third party administrator for French visas and they are not willing to help me with my questions but rather point me to the official information on france-visas.gouv.fr.
