Passport for minor born in India with parent working in UK

Hello Guys,

I need to apply passport for my 3 month baby born in India. One of the documents that the passport office is asking for is the NOC letter from Indian Consulate in UK. Could someone tell me the steps to obtain such a letter and how long would it take to get hold of this consent letter. Any help would be appreciated.
