CAS letter request from Resident country

Hello Forum,

Hope everyone is safe !

I am on Tier 2 dependent and currently in the UK and I plan to switch to Tier 4 from my home country.
My questions are
1. Whether I can request CAS letter no longer than three months before my course starts whilst I am in the UK ? And once issued fly back to my home country and then apply
2. Or do I have to be in my home country when requesting a CAS?
