Re check the requirements of GEN.3.1 and 3.2 and how it applies to the application vis-a-vis the pdf application form that you said you have. He and his wife (who is a British citizen) met all the rules.

What are the options to get this fixed? He had supplied all the evidence for normal route and met all the requirements for the 5 year route.
His Visa application type was "Apply to enter the UK as partner"
The UKVI letter doesn't mention any reason for not giving the 5 year route - does this mean the firend made some sort of error in the application form which led to this?
Advice from experienced members will be appreciated.
I have the pdf of their application form too if that will help
