Hi,

My name is Thomas and my wife is on tier 2 dependant,

last year she attended an ESOL course and we did pay the first year, but this year the bill came and it was 0, at the end of the bill it says that your course is likely to be funded by Westmidlaands conbimed authority,

does this count as public funds? what should I do?

It looks like a local scheme with automatic entitlement for anyone under £17'550 salary.
