Home Office sanctioning work

Can a Home Office official sanction a work in case an employer is not sure if it is permitted under the supplementary employment conditions and a question is raised? (The question was raised to the Premium Services Team Account Manager employed by the Home Office who provides support to organisations with regards to visa and immigration queries)
