Skilled worker get married to non-British in UK

Hi,

I am a skilled worker. I met my boyfriend in years ago while we both were using YMS(Tier 5). Then he left UK and I stay in UK because I got Tier2 sponsorship. Then we have long distance relationship for 3 years.
We both are male. We cannot marry in our home country.

Can he apply marriage visitor visa and come to get marry to me in UK?
Can he apply dependents visa after we are married?

Yes, he should be able to apply for a marriage visitor visa. But note the word "visitor". It is a visit visa and he will need to leave the country after the marriage.

Not from within the UK. He will need to return to his home country or another country outside the UK where he has the right to reside (i.e. not as a visitor in that country) and will need to make a spouse visa application from there.
