Consulate denying my citizenship claim

I’m a 23 year old bloke, i’m Ethiopian and my father died recently and he was a naturalized Italian citizen. I have all his documents and I decided to claim citizenship and the consulate told me I was too old for that, even though I was born after 1992, now I read enough about juis sanguinis and the Italian nationality law to know that is complete bullshit, I have spent months getting my fathers passport, translating birth certificates and documents just to have it all thrown away, now i’m being offered a visa instead. Please I need to know if there’s any way to appeal or fight this
