Question is in the topic name, basically.
Given: nonEU, here with condition to not utilize public funds of the State (not exact wording, but similar). Working part time, employer pays PRSI.
If I apply for EHIC and use it abroad, will it be considered as using public funds/social benefit or is it going to be based on my PRSI contributions?

EHIC is a system of recognising you as a resident in one EU country, therefore preventing other EU countries of treating you less favourably.

It is a social security scheme but it is not means-tested, which means it is irrelevant for the purpose of naturalisation applications.

By the way, you cannot use your EHIC card in your country of residence, so it is irrelevant for the Irish government in the first place. Using other countries’ benefits is not prohibited in any way.
