Tier 4 Visa extending - Medical treatment

My friend is extending his Tier 4 student visa on Monday. He had a small fracture in his hand, and had treatment in the St Thomas hospital. Does he have to fill in the application for Medical treatment history in the UK – Yes or No?
Could you advise on this as soon as possible.

Tier 4 visa holders paid IHS which should cover him hence no negative effect. He should fill it.
