Maintenance Fund : Approved by RBI ?

Friends,
I have got my visa rejected,
ECOS COMMENTS AS FOLLOWS :
You state that you have submitted fixed deposits as evidence of your funds. You state that with the XXXXX Sahakari Patpedhi Credit Society, you hold sufficient funds for qualify you for points under maintenance. However, I note that this credit society is not governed by the RBI and therefore I cannot take these funds into consideration. As such no points can be awarded.

Is that a reality , I have not seen this clauses in the guidance book,
