if not permanently , is it possible for me to give a sponsor letter for visitor(tourist) visa for my mum. i am an HSMP holder initially on 2 years visa. is this possible?

Indeed yes, you can make clear in such a letter that whilst here your mother will be accommodated by you and fed etc..

Do appreciate that with visitor visa applications the ECO considering the application will need to be convinced about the "reason to return", so evidence needs to be shown by your mother about why she will indeed return to her country.
