Right To Work

Hi all i would like to get some advice regarding my brother right to work
he goes to a highly trusted college doing CIMA he got the visa for 3 years but he is not allowed to work

Actually the college said that he can work at a placement for 10 hours weekly
this is what the college letter says
to whom it may concern

the current rules for tier4 student studying outside of universities do not allow them to work however, where the sponsor is highly trusted they are allowed a work placement that is assessed and does not exceed 50% of course
highly trusted sponsors can offer courses which include work placements. work placement must be an assessed part of the course and must not exceed 50% of the length of the course in the UK tiers 4 of the point based system policy guidance

he is willing to apply his old job as deputy manager in a betting shop
which consist of management and money dealing etc
our question

1. will the letter be valid while applying for the job
2.will the company allow him to work though his visa shows no work permitted
