Proof of English Language

Hi,
Wanted to clarify when I can apply for the IRL?
I understand I can apply 30 days before completing the 5 years.
My question is when the 5 years start to count ? Is it from the date of landing in UK ? Date of COS ? Something else ?

It is 28 days before, counting from the date your tier 2 was initially issued, or the visa vignette start date.

I’ve NARIC valuation of the college degree and that the degree was taught in English when I first applied on Tier 2.
Can I still use these for the ILR now ? Or Do I need to do an English test ?
