The thing is once you apply for leave-to-remain or you appeal a refusal, if your current visa had expired while your application or appeal was being considered, your leave is extended till a decision is made on your appeal or application. The Home Office refers to this as treating your leave as 'continuing'.
However, once you've appealed and your leave has been extended, you're not allowed to make a fresh application while your appeal is being heard. At the same time, if you leave the UK while your appeal is being heard, this 'extended' leave will cease to exist.
I hope this clears your confusion

I don't get this!
does this mean that someone can reapply for PSW after an application refusal - even if the current leave (visa) has expire?

Yes you can appeal against the decision because HO allows you to do so.

If appeal is rejected then you can go to High Court.
Arrived UK in Dec 2000, Received ILR Oct 2008, Citizenship Approved March 2016.
