28 points, still no feedback, waiting since December 2017

My employer, even before 5th April told me that my application is not going to be considered in April allocation.
I have 28 points
I lost hope completely, I am applying since December already

Guys, is there anyone who still got no reply about the outcome? Does it normally happen that they would not reply, but we should consider it as refusal? Thanks
