I submitted application in person. Remember to take two token- one each for counsellor and passport service. First you have to register on counsellor counter (counter 1). I mailed/talked to CC and they say there is no way of urgent treatment for tier1. Though I had sent HSPM urgernt treatment form, seems ignored.
