Contact the Indian Diplomatic Mission i.e. Embassy, High Commission or consulate located in the country where you are now residing (or if there isn't one in that country then the one serving your country of residence) - they will have information on how to get the police certificates.

I have not read the post you mention but the Home Office will grant FLR in line with the relevant IED e.g. if you have a 4 year WP and get a fresh 4 year WP then you get a 4 year WP based FLR not 1 year WP based FLR.

You can't have two applications pending. To save the applicant processing time between the visa posts communicating with him on the matter of withdrawn applications I have IMHO suggested he write addressing this matter in his second application.

Paul, I would need to take another look at the judgement but IIRC I believe the HO arguement was that any relative could piggy back on this dependent of an EU status hence the chain effect position. It just so happened that in this case it was a sister but I suspect the same would apply for a spouse.
