I think “claim” in this context refers to the act of receiving public funds that a foreign national is not entitled to. If your flag is correct and you come from Nigeria, what is the relationship to you of the EEA citizen who sponsored you to the UK?

Only at the single rate and no housing or CTR at all. UC doesn't give any payments towards a mortgage. I should add that even if you can have public funds (homelessness assistance) the council can find you a private rental somewhere and that it their requirement done, even if you refuse that rental. Read Shelters website.
