So you are proposing that the OP report it lost to the police, then get an emergency passport, and then apply for a new regular passport? That would be one way to do it. If the poster is in such dire straits that would be one option. Or go directly for a new passport and once back in the UK forward...

You better find out first of all if you are registered in the SIS. As far as I know if you are registered you won't be removed until a 3 year period has elapsed. I have never heard one can be fined to avoid being registered in SIS. If you are registered in SIS why would you pay the fine? I would not...

The UK has access to the Schengen Information System but as far as I know not to immigration related data. Blipppp!!!! Almost right. For the time being UK does not participate in immigrational information exchange from the EU but not sure if the information flow the other way back to EU from the UK...
