Yes it does.

If you applying for course starting around June-July 2013, then you will get 40 months visa. And by that time you will complete your 10 years in UK.

from my point of view national saving certificates are acceptable because that is not fix and u can cash it whenever u want and after converting into cash and transferable into uk, cash ISA is different from certificate of deposit because on certificates there is no minimum limit as u can cash it ,...

As you are going to show £50,000 so I believe you are applying in country through PSW route.

Money can be in business or personal accounts.

UKBA can call the applicants or their representatives, communicate via email or send a letter if they require more documents.

Atleast UKBA has progressed into 2nd gear now :) ...as some of the members are getting enquiries. That is positive sign.
