Look at last paragraph rules are changing from 13th Dec, if you conviction is on criminal records you may have to wait for 2 years but don't get any conclusion now as it will be more clear soon.

There is no curtailment for dependant visa for your situation as you mentioned.

They need to switch before they intend to travel outside UK as they may not be allowed entry into UK on old visa.

Yes, They do biometrics for Tier 1 extensions irrespective of first or second, I am not aware of any exceptions to this rule.

I think what you claim is Second adult rebate not council tax benefit.
You may get the Second Adult Rebate even if you don’t get Council Tax Benefit.

You are following right steps, just try in some of attempts with specifically 42nd day from your date of booking. Just be aware there are only few family appointments and it goes very quickly. If you are getting message no appointment available then not worth attempting another on same PEO otherwise...

I don't remember exactly but probably passport info is not required at time of booking.
