Ziko....simply report in police station and fill the new form and attach all required documents along with the covering letter in which explain that you lost your RC some where and reported in police station.

After divorce you have to inform HO as soon as possible because at the time of RC,HO also sent you a letter with RC in which clearly HO advised you to inform if you personal circumstances ever change by death,departure or by legal proceedings.

I think complaint letter is not a solution,if you can arrange the original certificate then it will be positive in your application at the time of decision.And yes you can request your passport back if you need to travel any time during your application.

RC is just a confirmation of non EEA national status.so you are not illegal after this refusal.it is better to re apply with the supporting documents.UKBA,not legally bound to asked further documents.they can decide the application with the present documents.
