I second Jambo ! However, is there a specific reason as to why you don't want to send your passport? Rest assured, in most cases you receive your passport back within a week.

Have a read where it clearly states that for the person born outside UK needs to send the passport alongwith the certificate of Naturalisation/Registration.

I'm inclined towards ssachida.. That's what I understood that you can't apply for visa and surrender certificate at the same time. However, hope you prove us wrong and it would be helpful to a lot of members if you can apply both at the same time.

Just realised something....

You don't need to wait for her to apply for her ILR first. If you are eligible, you can apply for Naturalisation in Sep. 2013 and then in Oct 2013 she can apply for her ILR.
