Is someone entitled to IHS refund

This is more of a question rather than an answer to the above question and my question is someone entitled to IHS refund if he applied for FLR HRO in 2019 and the application got refused and the person was an overstayer prior to his application?

If an application is refused, ihs is refunded to the same card that the payment was made with.

Ask to be directed to the appropriate office if they don't handle ihs refund complaints.
