Special circumstances family visa!

Hi, I'm writing on behalf of my Brother and his Wife. My brother is a British citizen, he is married to a Chinese woman who does not have a British Passport. They have two Children who both have British passports. He was teaching in China, unfortunately he developed mouth cancer and has had to return to the UK for surgery and extensive treatment. He will almost certainly not be able to speak properly after the treatment, so he can't return to teaching in China. The only viable solution is for them all to live in the UK, because he can't earn a living in China and his wife should be there to care for him. Can anyone give us any guidelines on how she can obtain a visa.......Kind Regards, Michael
