Spouse Visa requirement details for french passport holder

Hi Team,
I am an Indian, living in UK as Permanent Resident. My fiancée is French passport holder lives in India (Pondicherry).
I need to know the requirement in order to bring her to UK after our marriage(in 2 months).

1)Document checklist required.
2)Do we need to pay for her Health Surcharge?
3)Does she needs to provide any english language certificate? if so what it has to be.

Please someone help with the process.
