My wife that is citizen of Pakistan needs to make a visit to Republic of Ireland to meet family members there for a couple of weeks. This means that she needs a type 'C' short stay visa for the republic of Ireland.
On the website at present on this location:

It states that along with bank statement, she must also:
"If you submit a bank statement from a savings and deposit account, you must include an original letter from your bank (on headed paper). This must confirm you can withdraw money from it."
It does not make sense why such a letter is required.
We have gone to the bank branch twice and also called the bank customer service twice. In different ways we got the same reply which said that the bank cannot / does not / will not provide any such letter and it is "against their policy". We showed them the website page which has forced us to meet the bank so many times but they are not willing to cooperate. They have just said that their position of not providing such a document is a matter of "policy" and "rules" for them and did not elaborate any further.
Does anyone have any experience on what we should do this in situation?
