Switching from EEA2 residence card to Tier 2 Visa

Currently I am having residence card expiring next year. I want to switch to Tier 2 (general) visa. I have checked and I qualify for it and my employer happy to sponsor me.
Do I need to leave UK to apply for it? My solicitor advised me you have to leave UK for this category.
Is there any way I can remain in the UK while I apply for Tier 2 visa?
