Tier 2 G Dependant Visa Question

Hi,
I was wondering if there was a minimal length of stay on a Tier 2 G Dependant visa application. I hold a Tier 2 G visa that expires 15 March 2019. If I applied for a Tier 2 GD for my wife to arrive on 15 Feb 2019, would that work? I have another job lined up (no CoS yet), I'm planning to apply for Tier 2 G Switch in the UK for both of us during that period.

The visa will be issued to expire the same time as your current visa. She will have to pay the full visa fee and IHS though, note Ihs is doubling soon.

All I see online is that the IHS will be increased from December 2018, but it has still not been set into effect. Do you have any idea when the actual increase will come into effect?
