Tier 2 - Dependent Visa

Hello Guys,

Can someone please advice

Main applicant has received the COS - Tier 2 and main applicant is in UK it self.
Main applicant will be applying to get his visa converted from Tier 4 based on COS in UK itself.

Question - Can dependents can apply for visa simontaneously in Home Country (India) using the COS.
Or they have to first wait for the main applicant to complete the process and get Tier 2 visa.

Ideally this one as they are not in the UK.

That's sound reasonable to see if the application is accepted or not

Would the advice change if the main applicant is applying to extend on the same employer and he is a doctor so it's unlikely to be refused
I mean it's a rule to wait for main applicant decision or advice to be safe ?!
