Tier 2 General application impact due to COVID19 - Cos Expiry query

Hi All,
My friend received CoS from NHS in March 11 2020 allocation. Cos Expires on Jun13.

She works in Dubai currently and she has been working for more than 2 years now.

1. Can she apply from DUBAI for Tier 2 G? or should it be from India (Home Country only)?
2. Does she need TB test? Dubai is exempted. (She had been to India in January for 3 weeks vacation.)
3. Should we give Biometrics before CoS expiry(Jun 13) or is it only the application submission that has to be done before Jun 13th

Can she apply from DUBAI for Tier 2 G? or should it be from India (Home Country only)? Should the T2G applicant must apply from her home country only? She has been there for 2+ years.

She can apply from any country where she has legal residnece and not in the country as a visitor.
