Tier 2 General Visa Query

Hi All

I am in a strange situation and hence reaching out to this forum for help.

I am from India. I have got Tier 2 Gen Visa sponsorship from XXX company. They have issued the COS in the month of July 2015. Please find the relevant details of COS below:
Certificate of sponsorship status
Current certificate status: ASSIGNED
Current certificate status date: 22 July 2015
Date assigned: 22 July 2015
Expiry date (use by): 23 October 2015
Sponsorship withdrawn: N

Work dates
Start date: 03 July 2015
End date: 02 July 2018
Does the migrant need to leave and re-enter
the UK during the period of approval? N
Total weekly hours of work: 40.00

I have gone through the Visa process. As per new visa process effective from April 2015, Candidates applying from India will be issued only 1 month entry sticker based on the travel date. Candidate needs to travel to UK within that period and collect BRP from postoffice mentioned in the application. I have got the 1 month entry clearance on my passport. My employer was not aware of this new process and hence asked me not to travel to UK until they make necessary plans for me. Employer also stated that it only needs a new entry clearance sticker which attracts small amount and the same will be beared by the company and will not effect the COS. Its been 5 months since then employer doesn't respond to my emails but didn't revoke the sponsorship too. I haven't paid anything for sponsorship but the lack of response is what I am concerned about. Below are my questions:
1) Can I go through Visa process with different sponsor since I haven't travelled to UK at all
2) Will cooling off period applicable to me in this case
3) What steps/ action can be taken against the sponsor or employer
