Tier 2 ICT application date

4) Visa stamp shows VISA TIER 2 (INT COM TRAN) MIGRANT" followed by the CoS number

I have 2 questions:
1) What is the best way to confirm if the visa was issued under the rules pre 6 April 2010 ?
a SAR request

2) Which date is considered for the rules to be applied - date of application or date of fees payment or date of Biometric appointment?
for overseas applications the date the visa fee was paid is the date of the application

Please help.
